Hong Kong Launches 24/7 Tokenized Bank Settlement
Hong Kong expands its digital banking infrastructure as Standard Chartered introduces tokenized deposits for institutional clients.
Hong Kong has taken a major step toward around-the-clock digital finance, with the Hong Kong Monetary Authority (HKMA) enabling 24/7 interbank settlement using tokenized central bank money.
Announced on November 2, the upgrade coincides with Standard Chartered’s launch of a tokenized-deposit solution in Hong Kong, where several institutional partners have already completed live transactions involving tokenized deposits and money market funds.
Together, the developments connect central bank settlement infrastructure with commercial banking services, bringing tokenization closer to everyday institutional financial operations.
HKMA Enables 24/7 Settlement Through EnsembleTX
The HKMA has expanded EnsembleTX, the pilot phase of Project Ensemble, to support continuous interbank settlement of tokenized-deposit transactions using tokenized central bank money (CeBM).
The upgrade allows participating institutions to settle transactions beyond conventional banking hours, addressing the growing need for continuous financial operations across international markets.
Participation in EnsembleTX has also increased to 12 banks and 20 industry pioneers, reflecting broader institutional involvement.
Launched in November 2025, EnsembleTX initially relied on Hong Kong’s Real Time Gross Settlement (RTGS) system to process interbank transactions involving tokenized deposits.
The controlled pilot supported transactions with real monetary value, including corporate treasury management and tokenized money market fund activities.
With the new capability, banks can settle eligible tokenized transactions continuously using central bank money rather than depending solely on traditional settlement schedules.
This reduces timing constraints and supports more predictable settlement for institutions operating across different markets and time zones.
Julia Leung, CEO of Hong Kong’s Securities and Futures Commission (SFC), said the upgrade could support corporate treasury operations and secondary trading of tokenized funds on licensed platforms.
The HKMA and SFC will continue coordinating the development of Hong Kong’s tokenized financial infrastructure.
Standard Chartered Launches Tokenized Deposits in Hong Kong
Alongside the infrastructure upgrade, Standard Chartered introduced its Tokenised Deposits solution, making Hong Kong the first market in its global network to offer the service to corporate clients.
Built on the bank’s proprietary blockchain infrastructure, the solution enables eligible institutions to use tokenized commercial bank deposits in digital treasury and investment operations.
Unlike conventional cryptocurrencies, these tokens represent deposits held within the regulated banking system, allowing institutions to transfer and manage bank money through digital platforms.
Developed with support from the HKMA’s Supervisory Incubator for Distributed Ledger Technology, the solution uses EnsembleTX to enable:
- Real-time transfers of tokenized deposits across participating banks.
- 24/7 interbank settlement using tokenized central bank money.
- Digital treasury management, including liquidity transfers within corporate groups.
- Integration with tokenized investments, including money market funds.
The system supports settlement in central bank money, including wholesale central bank digital currency (wCBDC), helping reduce counterparty risk when funds move between financial institutions.
Standard Chartered plans to introduce the service in additional markets over time.
Institutional Partners Begin Live Transactions
The launch is already supported by practical institutional activity.
China AMC, Finloop and PantherTrade have executed live tokenized-deposit transactions and settlements involving tokenized money market funds through the EnsembleTX infrastructure.
Standard Chartered is also collaborating with Fireblocks to integrate banking capabilities into its digital asset platform, giving institutional clients more direct access to the service.
HashKey has joined the ecosystem, further expanding potential connections between traditional banking and digital asset businesses.
These partnerships demonstrate how tokenized deposits can support investment platforms, corporate treasury operations and institutional liquidity management within existing banking arrangements.
Ole Matthiessen, Standard Chartered’s Global Head of Transaction Services & Digital Assets, explained the practical purpose of the technology:
The value of tokenised deposits lies in their ability to help clients move and manage liquidity more efficiently across institutions and markets.
Why These Developments Matter for Digital Finance
The two announcements represent complementary developments in institutional tokenization.
The HKMA provides the settlement infrastructure, allowing participating banks to complete transactions continuously using tokenized central bank money.
Standard Chartered provides a commercial banking application, enabling institutional clients to use regulated deposits within tokenized financial workflows.
This combination addresses a key challenge for digital asset markets: connecting tokenized investments with reliable banking settlement infrastructure.
Rather than requiring institutions to move funds outside the traditional financial system, the approach integrates digital transactions with existing banking relationships and regulatory oversight.
The launches do not establish universal interoperability or immediate large-scale adoption. However, they provide operational examples of how tokenized deposits, central bank money and investment products can function together.
Hong Kong’s progress illustrates a broader shift from experimental tokenization projects toward practical financial infrastructure, where digital assets and conventional banking services increasingly operate within the same regulated environment.
